Hello, please allow me to make the following comments:
The top main banner hasn't got good quality. I am refering to the "Quick Learn Education" banner. You need either to change the design, or save it with better quality. Because it is so dominant it realy makes the artistic feel of the site look not good.
The menu buttons design, on the top and the side are ok but I must confess they remind me teribly of a website called gamespot (pc version). It might only be me but you should try to make the designs in such a way that they don't remind other sites. Maybe it is the combination of colors... I don't kow.
The inside pages need a LOT of work. You need to focus on font styles used and the combinations of yellow / white bold comic sans on your dark background! You haven't got any margins and text seems as though it is sticking to the side of the site.
Try not using frames. They are outdated and keep users from bookmarking pages they are interested in.
I could go on for more, but have no time. Just try and make it look better and loose the frames, that will do for start.
