Map This! can create, edit, and convert image maps. It supports NCSA, CERN, and client-side image map formats. It lets you open multiple files, zoom images upto 8x, and use grids and guides.

Though cluttering up free space on your hard drive, when you can get this handy tool intergrated with great WYSIWYG editors like MS Frontpage, Map This! is a generally fantastic tool for adding hotspots to images.
