AX-Icons is a powerful and easy to use icon editor and librarian. It supports custom icon sizes and icons upto 16.8 million colors. The icon editor has gradient and color replacer tools in addition to the standard drawing tools, and you have 16-levels of undo/redo. AX-Icons can also be used to create, modify and manage icon libraries.

Besides being an icon editor and librarian AX-Icons also lets you tweak the icon-related settings of Windows. You can change the size of display icons, icon spacing, customize standard icons, and rebuild Windows icon cache, to name a few.
